The present Law is enacted for the purpose of safe-guarding the sovereignty and maintaining the security and public order of the People's Republic of China

territory of the People's Republic of China and to maintain the public interests of the society. 
These Rules are formulated in accordance with the Provisions on the Administration of Religious Activities of Aliens within the Territory of the People's Republic of China
